| The purpose
of taking up energy conservation programmes is to make entrepreneurs
aware about the advantages of new techniques of energy conservation.
|
ASSISTANCE
IN POLLUTION CONTROL |
|
The
Institute conducts awareness Programmes on pollution control
with the objective to make the entrepreneurs aware of the problems
of pollution especially in plastic , electroplating , Lead Acid
Storage Batteries ,forging ,foundry and heat treatment industries
and to suggest ways and means to combat the same .
The HP State Pollution Control Board, Shimla ensures implementation
of the Pollution Control Acts in the State. Obligations of the
industrial entrepreneurs towards control of pollution would
be as under:
Obtaining
a No Objection Certificate
No Objection Certificate of the Board is required by industry
for release of loans, sewer/water and electricity connection.
Application for No Objection Certificate (NOC) should be submitted
alongwith the following documents:
i)"NOC Proforma' duly filled up.
ii)"Form-I" and/or "Form-XIII" each set
in triplicate under Air Act, 1981 and water Act, 1974 as may
be applicable to the unit.
iii)"Project Report" of the proposed industry duly
approved by the Industries Department.
iv)"Engineering designs & drawings" of the proposed
pollution control measures for treatment and control of waste
water, emissions and solid waste
v)The "Site Plan" showing the location of proposed
industry and physical features like streams, villages, towns
and distance from the nearest link road and main road, detailed
layout plan showing manufacturing units, water supply and waste
lines, location of treatment units/air pollution control equipment
and solid waste disposal site.
vi)"NOC/Consent Fee".
vii)"Environmental Impact Assessment (EIA) Report"
and proposed "Environmental Management Plan (EMP)"
with fee for public hearing.
Apart from this NOC, the Board also issues NOC-II on which power
load is sanctioned by the concerned division of the HPSEB.
Immediately on receipt of the application for Consent to start
the unit, the cases are scrutinized to find if the industry
is of polluting nature and if so, the nature of pollutants and
whether the pollutants can be treated or not and if the site
proposed is suitable for such type of industry. After scrutinizing
these aspects, Consent to start the unit is issued with certain
conditions.
Renewal
of Consent
The consent to start the unit is a one time requirement. The
consent to operate once grated by the Board shall be renewed
by the unit after expiry of the said period for which it is
issued which is usually one year, after submitting the requisite
renewal fee, under both Water and Air Acts.
Conditions
for Renewal of Consent
The Renewal of Consent shall be granted subject to proper installation
and functioning of pollution control equipments, to the entire
satisfaction of the Board and efficient running of pollution
control equipment without interruption.

OZONE
LAYER PROTECTION |
The
Government of India has notified the Ozone Depleting Substances
(Regulation and Control)Rules,2000 in the Union Gazette No 471
dated 19th July 2000 . The notification comes into force with
effective from 19th July 2000 and inter-alia specifies the regulation
of production and consumption of ODS, restriction on sale ,purchase
, imports , exports of ODS and regulation on reclamation , destruction
of ODS , procedure for registration , monitoring , reporting and
requirement etc.
The Director ,Small Industries Service Institute ,Solan has been
designated as authority for registration of small and tiny enterprises
(whose capital investment is less than one crore )importers and
exporters of compressors falling within the jurisdiction of Himachal
Pradesh .The SSI Units / persons involved in the following activities
in Himachal Pradesh are required to register with the Director
,Small Industries Service Institute , Chambaghat , Solan , H.P.
on or before July 19 ,2001:
1.Manufacture of Aerosol products of pressurised dispensers (excluding
metered dose inhalers for medicinal purposes .
2.Manufacture of Polyol for foam products.
3.Manufacture of foam products including foam part of Domestic
Refrigerators .
4.Manufacture of fire extinguishers or fire extinguishing systems.
5.Manufacture of Mobile Air conditioners and charging at Automobile
industry.
6.Manufacture of other Refrigeration and Air -conditioning products
(excluding compressors).
7.Manufacture of different products.
8.Servicing of fire extinguishers and fire extinguishing systems
.
9.Manufacture of metered dose inhalers for medicinal purposes.
10.Manufacture of Methyl Bromide except preshipment quarantine.
11.Manufacture of Aerosol products or pressurised.
12.Persons having facilities to reclaim/destroy Ozone Depleting
Substances.
13.Manufacturers, importers and exporters of compressors (whose
capital investment is less than one crore). |
| The Montreal
protocol is a global agreement under the management of UNEP for
protection of Ozone layer which has been ratified by India in
Sept. 1992. |
